John H. Kersten
Manager, DOE Golden Field Office
John H. Kersten is the Manager of the U.S. Department of Energy (DOE) Golden Field Office. The office is responsible for promoting the development and commercialization of energy efficiency and renewable energy technologies by working with industry, and academia for administering the management and operations contract for the National Renewable Energy Laboratory, and for providing administrative support to DOE's six Regional Offices. Mr. Kersten was named to this position in September 2002.
Before that, Mr. Kersten served as Deputy Manager and Assistant Area Manager of Golden and its predecessor offices from 1987 until his selection as Manager. In this position, he chaired the Source Evaluation Board for recompetition of the management and operating contractor for the National Renewable Energy Laboratory. The resultant contract was recognized by DOE’s Procurement Executive as a model for the Department. Also, while in this position, he served a six-month detail in DOE Headquarters as staff to the Acting Assistant Secretary for Energy Efficiency and Renewable Energy.
From 1979 to 1987, Mr. Kersten served as Financial and Management Services Specialist at what was then the Solar Energy Research Institute Site Office. While in that position, he was selected to serve a rotational assignment on the staff of the Under Secretary of Energy.
From 1978 to 1979, Mr. Kersten served as Budget Officer at the Strategic Petroleum Reserve Project Management Office in New Orleans, La., and was responsible for budget formulation, budget execution, financial analysis, and financial reporting for the new office charged with managing development of the multibillion-dollar Strategic Petroleum Reserve project.
From 1975 to 1978, he served as a Program Analyst in the DOE Office of Conservation and Solar Applications in Washington, D.C. and was responsible for development and execution of fiscal policies and procedures for Conservation program needs in the Congressional budget process.
He served as Administrator for the Vice President for Engineering at Fairchild Space and Electronics Company, Germantown, Md., from 1969 to 1975. In that position, he was accountable for all administrative responsibilities for a department of approximately 300 engineers. As Manager of Flight Operations at Fairchild, he planned and implemented field testing of remotely piloted vehicles, piloted the company’s experimental STOL aircraft, and field-tested electronic countermeasure equipment, new navigation concepts, and novel camera and film combinations.
He received his bachelor of science in psychology from Central Michigan University in 1964 and attended specialized executive training at the John F. Kennedy School of Government at Harvard University. From 1964 to 1969, he served in the Air Force, attaining the rank of captain.
